GUJARAT ISSUES RENEWABLE ENERGY POLICY 2023

The Gujarat government on October 4, 2023 rolled out the renewable energy policy
with an
aim to attract investment of approximately INR 5 lakh crore and generating 50% of
power
through renewable energy by 2030.
The Policy is applicable to all ground mounted solar, roof top solar, floating
solar, canal top
solar, wind, rooftop/ small scale wind and wind-solar hybrid projects. The Gujarat
Energy
Development Agency is appointed as a nodal agency for project registration,
validation,
issuing commissioning certificates and tracking monthly progress, whereas Gujarat
Urja Vikas
Nigam Limited is appointed as the implementing, facilitating, coordinating and
monitoring
agency.
The benefits and incentives provided in the RE Policy 2023 are available for a
period of 25
(twenty five) years from the date of the commissioning of the plant or its
lifespan.

GOVERNMENT OF INDIA NOTIFIED THE MEDICAL TEXTILES (QUALITY CONTROL) ORDER, 2023

The Government of India notified the Medical Textiles (Quality Control) Order, 2023
(the
“Order”) on 27 September 2023. This Order, drafted by the Ministry of Textiles in
consultation
with the Bureau of Indian Standards (BIS) mandates that certain medical textile
products
adhere to specified Indian Standards (IS) and bear the Standard Mark. Medical
textiles are
mainly used for protection from infections in hospital environment, personnel
hygiene,
wound treatments, wound closure, replacement surgery or as a mechanical
organ.
The Order applies to all manufacturers, wholesalers, retailers, and importers of
finished
products for sale and marketing in India. These standards are slated to become
effective
from 01 April 2024 (the "Effective Date"), except for Small and Micro Enterprises
(SMEs). The
effective date for SMEs is 01 October 2024
Manufacturers need to be aware that compliance with the Medical Textiles (Quality
Control)
Order, 2023 requires obtaining a license and adhering to an elaborate certification
process.
The process is guided by Scheme I of the Bureau of Indian Standards (Conformity
Assessment) Regulations, 2018. This makes it a mandatory certification for using BIS
mark on
medical textiles products. All manufacturers of these products will require to
initiate the
licensing process promptly, recognizing that it is not optional but an essential
compliance
step.
The licensing process entails scrutiny of the production process by the
Bureau of Indian
Standards. This involves factory visits, review, and adherence to precise labelling
and
marking requirements.

STATE OF RAJASTHAN: LAW PROTECTING PLATFORM-BASED GIG WORKERS

Rajasthan became the first state in India to pass a legislation, regulating the
engagement of
gig workers. The Act aims to provide social security and other benefits to
platform-based gig
workers. The new legislation prescribes constitution of Rajasthan Platform Based Gig
Workers
Welfare Board that, amongst others, will be responsible for registering the relevant
parties
and notifying the social security of registered platform-based gig workers.
The Act provides for constitution of Rajasthan Platform Based Gig Workers Welfare
Board, the
stated duties and powers of which include:
(a) registering platform-based gig workers, aggregators and primary employers
operating in
the State of Rajasthan;
(b) ensuring that the welfare cess deduction mechanism is integrated into the
application of
the aggregator or primary employer;
(c) notifying schemes for social security of registered platform-based gig
workers;
(d) ensuring that workers have access to benefits as per the schemes;
(e) engaging with registered unions working with platform-based gig workers and
holding
regular open consultations with them
The Act provides with 60 days of time to register with the board.

LEGAL METROLOGY AMENDMENT RULES, 2023 TO COME INTO FORCE FROM JANUARY 01, 2024S

The Ministry of Consumer Affairs, Food and Public Distribution vide its notification
dated
March 28, 2022 had notified the Legal Metrology (Packaged Commodities) (Amendment)
Rules, 2022 as per which the following amendments were introduced and were to come
in
force from October 1, 2023 which was further amended by the government vide
notification
dated 30th September, 2023 has notified the Legal Metrology (Packaged Commodities)
(Amendment) Rules, 2023.
